ZZZ NEPS Characters and Factions Introduction

In New Eridu of Zenless Zone Zero, several factions with distinctive characteristics are active. Among them, the one most closely connected to our daily lives is the New Eridu Public Security (NEPS), responsible for maintaining the city's security. Today, let's gain a comprehensive understanding of this key force safeguarding the city's order, from its background to its core members.

ZZZ NEPS Introduction: The Daily Guardians of City Order

New Eridu Public Security, abbreviated as "NEPS", is the governmental agency responsible for maintaining public order in the city. Its specific duties include:

Law Enforcement: Handling daily affairs such as combating street crime and resolving civil disputes.

Emergency Response: Organizing civilian evacuation during sudden Hollow disasters, for example, NEPS promptly initiated disaster guidance during the co-lateral Hollow incident on Fourteenth Street.

Administrative Supervision: Managing public affairs such as traffic and household registration. Its Technical Division is responsible for monitoring the city's electronic systems and once assisted in resolving the Bangboo virus incident.

Furthermore, NEPS is internally divided into multiple specialized departments, such as Traffic Division, General Affairs Division, Technical Division, and the elite unit under the Criminal Investigation Department of the Urban Order Bureau, Janus Quarter Branch—the Criminal Investigation Special Response Team. Characters like Zhu Yuan and Qingyi are core members of this team.

ZZZ NEPS Character Introductions

1. Zhu Yuan

Zhu Yuan belongs to the Criminal Investigation Department of the Urban Order Bureau, Janus Quarter Branch, New Eridu Public Security, serving as the leader of the Criminal Investigation Special Response Team. Her personality is serious, reliable, focused, upright, and decisive. She never lets anyone down at work. Whether it's a wall full of commendations or the discussions among her colleagues, it’s clear how much she has devoted to her profession as a Public Security officer—especially the 79 days of accrued leave, an amount unimaginable for most. 

However, this elite officer also has an unexpectedly cute side. For example, she once nervously drank three pots of tea while answering citizens' questions in public, and lightly bit the rim of a cup due to nerves while filming a promotional video. Additionally, she isn't good at dealing with furry animals and will subconsciously avoid them when encountering one.

2. Qingyi

Qingyi is a robot, an investigative puppet manufactured in New Eridu, model "01-NG-VI". She consistently displays a magnanimous, leisurely demeanor reminiscent of an elder, acting rather casually and not constrained by rules. This makes her seem like a senior who "slacks off at work," but in reality, she is meticulous in her duties, often proposing unexpected solutions that demonstrate exceptional wisdom and capability.

3. Seth Lowell

Seth is a trainee detective in the Criminal Investigation Special Response Team. He appears sunny and youthful, with a lively and straightforward personality. When it comes to work, he is sincere, persistent, and possesses an almost stubborn pursuit of justice. While investigating prohibited drugs, he once sternly refuted Asaba Harumasa from Section 6, arguing that the interests of a few patients should not be sacrificed for the majority. This "hot-blooded fool"-style declaration even moved Harumasa, who is terminally ill.

4. Jane Doe

Jane Doe does not currently belong to any faction but maintains a close cooperative relationship with NEPS. She is an external consultant hired by NEPS, working undercover within criminal organizations to assist the Criminal Investigation Special Response Team in dismantling them. Possessing agile skills and a sharp mind, in the "Undercover R&B" storyline, she successfully infiltrated the violent gang "Mountain Lion Gang" and put on a "great show" in front of her colleague Seth. She is not a complete paragon of lawful good but protects the city in her own way, firmly believing that "the streets don't care about dirty methods, only about who's left standing."

5. Cissia

Cissia is a specially appointed case specialist for the Urban Order Bureau of New Eridu Public Security (N.E.P.S.). Outwardly, she is a sweet blonde-haired girl with a straightforward, willful, and gluttonous personality, especially fond of omelet rice (expensing 27 bowls per month). She claims to be selfish and dislikes rules, but at her core, she is a "sharp dagger" for hunting down criminals. Although her daily work often includes unconventional expense reports for damaging public property (like shop windows) and she is afraid of entering Hollows, she will overcome her fears and step forward to protect those important to her.

Bangboo: Officer Cui

Officer Cui is an indispensable helper for the Public Security. Resembling an adorable little police dog, it is portrayed as a "battle-hardened veteran" within the department, serving as a capable assistant and best partner to Zhu Yuan and Qingyi, and a skilled hand at catching criminals. Officer Cui’s combat style is very fierce, focusing on Physical Damage. Its Active Skill involves continuously biting the enemy, and its Assist Skill is an area-of-effect bite. If there are at least 2 Criminal Investigation Special Response Team members like Zhu Yuan or Qingyi in the team, its damage will be higher, and its Active Skill has a chance to trigger additional bite segments.
